The Homeland Security Presidential Directive (HSPD-12) requires agencies to adopt controls and procedures designed to prevent unauthorized access to government facilities and systems, reducing the potential for unauthorized access. In response to this directive, the National Institute of Standards and Technology (NIST) published a Federal Information Processing Standard (FIPS) 201 – “Personal Identity Verification (PIV) for Federal Employees and Contractors”. FIPS 201 and its associated publications provide detailed specifications for Federal agencies and departments to deploy PIV cards to their employees and contractors. Production, issuance, and management of the PIV card provides security, authentication, trust and privacy.
